Lady of Pain

Alright, it's not what you're thinking! Sigil has a ruler, and she's not the elected-mayor kind. Even in this city full of strife and extremely powerful beings, none dare tangle with the Lady of Pain. To get her attention means, at the very least, a trip to the dreaded Maze, or at worst she'll cast her shadow upon you, causing a final death - no raising from the dead, no resurrections, nothing can bring you back.

She is a gigantic creature with a face surrounded by blades. Mysterious, with unknown motivations and purpose, she just is. Three definite facts about her: She doesn't want wars in Sigil between the races, she doesn't like being worshipped and she dislikes being mocked even more.

Factions

The beings that live within the city like to align themselves with the various factions. In a place where the former loyalties of newcomers are as dust and the rulership of the city is set and unshakeable, there is a power vacuum and what better way to fill it than with beliefs? All the factions of the city are based around a belief - whether it's as explicit as the dominance of law and order, or something totally different (such as the Godsmen's belief that anyone can become anything - even a Power), the belief is at the core of the faction. With the absence of courts and political parties, the factions are the closest thing that the citizens of Sigil have to government. The Harmonium, for example, brings order to various parts of the city, while the Mercykillers are dispensers of justice - hunting wrongdoers everywhere, vigilante-style. The Indeps (Independents), on the other hand, distinguish themselves with their stance that factions aren't necessary and they don't want one. They are a 'faction' only insofar as they've banded together to protect the belief that they don't need to identify themselves by their belief (kind of ironic, no?) Most factions have leaders, some do not. There are the recognized factions of Sigil and dozens of unofficial ones.

The Races

The various races in Sigil are quite different from the ones you might encounter in another setting. Planescape doesn't let you play elves, dwarves, gnomes and halflings. The only 'traditional' race is the humans. Instead, you get, say tieflings - which are a demon/human hybrid and Bauriar - goatmen of sorts (not the kind from Diablo). Though elves and the rest are in the Planescape setting, they are Primes, not natively Planar.
