The CL31-A is one of six MicroATX boards released by FIC, which run the gamut in terms of processor support and feature set. The 31-A is based on Intel's interim LX chipset, which has recently seen a renaissance due to the Socket-370 Celeron. The LX is a 66Mhz part and is considerably cheaper to purchase than the 100Mhz ZX or BX chipsets.
Micro ATX
There are a few specifications that determine adherence to the MicroATX form factor. The most notable of which are the dimensions - a maximum of 9.6" x 9.6" is allowed, although you'll only see slot-1 boards approaching that size. The CL31-A measures in at 9.6" x 7.6" as the PGA-370 socket allowed FIC to cram all of the necessary components into smaller footprint.
Another specification calls for a maximum of 4 expansion slots, split between AGP, PCI, and ISA. This means that the most common configuration you'll see is 1 AGP, 2 PCI, and 1 shared PCI/ISA, which is exactly what the CL31-A sports. As you can imagine, expansion space is a little cramped, but truthfully it was never a high priority for this class of motherboard.
