In an interview with Chris Satchell, more details surfaced on how TV throught the XBOX 360 would work.

The first stage will be to sign up telcos, who I imagine would need to set up "edge servers" so that the IPTV content does not need to bog down the internet backbone.

It sounds like if they are not able to get the telco dinosaurs to move fast enough, they will try to go around them.
