In an interview with Chris Satchell, the issue of a larger hard drive came up, with the frustrating response that no announcement was forthcoming.

With video downloads on Xbox Live and the DVR functionality on the IPTV, a larger hard drive is a no-brainer, particularly since the PS3 can be easily upgraded.

That is a good reason. When they do know, I think they will still keep it a secret, because people may hold off on their purchase so that they can get the larger size.

Maybe the reason they haven't announced any Hard Drive upgrade for the 360 is because they're not sure yet what size capacity they think they should release.
