This isnt a new form of RTS, its RTT (Real Time Tactical) just like Ground Control 1&2 were - old games though damn pretty back then. Cant comment on the game as I dont play single player fests - the AI hasnt improved enough in the 20 years ive been online and I much prefer my prey live and running (come try a MMORTS) - only game thats good for single play and AI is Thief series ;) Link: http://www.mmortsgamers.com/
Well in Beyond Protocol you can control hundreds of units at one time and I think the same applies to SAGA. Shattered Galaxy is more MMORTT as there is no persistence or build/gather strategy element. Beyond protocol for example has 105+ minerals and full persistence. You design your own components for units as well as units/buildings. Thegame you mention was made in 2001 - there are many titles now, each with varying degrees of persistence.
